ÖAMTC seeks simpler approval for electric mopeds

The mobility club ÖAMTC is calling for a simplified approval process for electric mopeds before new rules take effect on October 1, ORF reported. Two-wheeled electric vehicles capable of speeds of up to 45 kilometres per hour will no longer be classified as bicycles. Registration, insurance, a driving licence and a helmet will then be required.

The ÖAMTC warned that many vehicles already bought may not have a straightforward route to approval. It estimates that at least 20,000 private users are affected, in addition to commercial riders such as delivery workers.

Many of the electric mopeds have been used legally so far but may not meet the new registration requirements, said ÖAMTC lawyer Martin Hofer. Electric scooters without a rotary control and a seat will no longer be allowed to operate as bicycles and will need to be registered, a process he said could be difficult or expensive.

The ÖAMTC is proposing a simplified approval process for existing vehicles to allow their continued legal use and prevent them from becoming effectively worthless and being discarded. The process would check whether each vehicle meets essential requirements for road use, including brakes, indicators and lights. Proof of insurance should also be required, the club said.

The mobility club also wants a round table involving politicians, authorities, manufacturers and interest groups. It said the meeting should develop clear rules for micromobility in general, not only for electric mopeds.
