Vorarlberg fire reform draws criticism over deputy appointment

Vorarlberg’s fire services are set to receive a new structure, but the plans have drawn criticism over the proposed appointment of a deputy. ORF reports that critics consider the reform politically undemocratic.

The ÖVP-FPÖ state government plans to amend the legal framework governing the fire services. The chair of the Vorarlberg State Fire Brigade Association is already appointed by the state government, while the deputy is elected. Under the proposal, the government would also appoint the deputy.

Fire services in Lustenau, Rankweil and the Leiblach Valley have criticised the plan in statements, calling it unacceptable and a democratic step backwards. The city of Dornbirn has also raised objections, saying it was important to have counterbalances and for firefighters to feel properly represented. It described the proposal as politically undemocratic.

The consultation process has also prompted criticism of the general compulsory service provision. Men, but not women, could theoretically be conscripted if their municipality did not have enough volunteers for the fire service. The provision would apply to men aged between 18 and 60. However, this situation has never occurred.

The compulsory service provision is to remain in place. Dornbirn criticised its retention as incomprehensible and said it had no practical political significance.
