Switzerland’s National Council has approved federal support of up to 200 million francs for the 2038 Winter Olympics and Paralympics, SRF reports. It rejected a proposal to make the funding decision subject to a nationwide referendum. The bill now goes to the Council of States.
The vote was 137 to 40, with 14 abstentions. The Games are planned across venues in 10 cantons. The federal government would provide funding only if cantons and municipalities contribute at least the same amount.
The proposed federal contribution includes 60 million francs for the Paralympics, 50 million to reduce the cost of public transport for visitors, 80 million for other expenses incurred by the organising body and 10 million for unforeseen costs.
Security costs are not included in the 200 million francs. The federal government would handle security within its usual responsibilities, with costs estimated at 40 million to 80 million francs. It would not provide a deficit guarantee. The organising association plans to secure a privately financed guarantee of 200 million francs and estimates total costs of 2.2 billion francs, to be covered by public funds, the International Olympic Committee, sponsorship and merchandising.
The National Council also wants the Games to meet high national and international standards for sustainability, transparency and governance. Its conditions include travel by public transport and a social and cultural charter. A proposal to require substantial nature legacies to offset damage to nature, landscapes and the climate was rejected.
The majority opposed a nationwide referendum, arguing that voters and parliaments in the affected cantons would have a say and that a national vote could put Switzerland’s chances at risk. The application must be submitted to the International Olympic Committee by February 2027, ahead of a decision expected at the end of April. The organiser says other countries are also interested in hosting the 2038 Games.
