Salzburg education directorate revises child protection plan

Salzburg’s education directorate has revised its child protection plan after cases involving suspected abuse by a primary school teacher were not investigated for a long time despite early reports, ORF reported. The new plan is being presented at a school leaders’ meeting in Salzburg on Thursday.

The revised guidelines set out clearer definitions of misconduct by school staff, including rules on physical contact. They also require staff to respect students’ privacy and maintain an appropriate balance between closeness and distance in lessons, personal conversations and activities outside school.

Complaint procedures and a mandatory child protection team are key elements of the plan, education director Rudolf Mair said. Schools must clearly communicate from the outset where children, parents and teachers can turn with concerns, observations or indications of possible abuse.

Every school must also conduct an assessment of its current child protection arrangements and a risk analysis at its location. The revision involved the education directorate, the children’s and youth ombudsman’s office, the child protection centre, the Selbstbewusst specialist office, parents’ associations and the ombudsman appointed after the suspected abuse cases.

The aim is to establish uniform standards, a culture of vigilance and reliable reporting procedures in all schools. Lessons should help children and young people recognise and respect their own boundaries and those of others. Age-appropriate teaching will cover children’s rights, closeness and distance, and ways to make complaints.

Students should also be encouraged to seek help if they experience or witness violence or encounter media content that is not appropriate for their age. A school’s child protection team must be involved whenever there is a suspected case. The education directorate plans to review how the new requirements are being implemented during the school year.
